standard credits and standard submissions

Hello, please could you double check my standard submission credits not increasing after declining hundreds of standard submissions?

How does it work?
Will the pre-save gates work?
As a test I tried to decline without playing standard submissions, the system allowed it, why? What’s the minimum amount of listening in order to get credits and pre-saves?
