Purple circles on Trade Offers

There are purple circles when I try to do a trade offer and because of them I cannot submit a trade request. When I submit a trade request purple circle comes and it does not go. I can never get information about a song. This is occasional and I still cannot find a solution. I take trade offers and I can accept them even though there are circles but I cannot send an offer.
