Limit number of submissions per artist

The majority of my received playlist submissions are coming from a small number of artists, one in particular is permanently submitting songs despite me rejecting them. Limiting the number of submissions or giving the option to even block certain artists would both reduce the artist's credit expenses and frustration and the curators time and effort. If these stem from autosubmissions, then the system needs to adjust to frequently declined submissions.
